EBCE - School Closings and Cancellations
The decision to close early, open late, or cancel school is made by the Superintendent. If it is necessary to dismiss school early because of emergency weather conditions, the normal order of dismissal will prevail. Each Principal will clearly explain the early dismissal procedures to parents and urge that they make provision for the care of their child in case they are not home when the child arrives. Principals should also explain the possibility of one school having to close early due to other emergencies such as mechanical problems in that school, and urge parents to make provisions in such cases.
In the event of the delayed opening of school, breakfast will not be served.

EC - Buildings/Grounds/Property Management
The School Board recognizes that the education of children is dependent upon many factors, including a proper physical environment which is safe, clean, attractive, pleasant, and functions smoothly.
The care, custody, and safekeeping of all school division property is the general responsibility of the Director of Plant Services reporting to the Assistant Superintendent for Business and Support Services. It will be the Director's responsibility to establish such procedures and employ such means that will ensure the proper maintenance and safekeeping of school division property.
Within the separate schools, the Principal will be responsible for the proper care and maintenance of the building, equipment, and grounds. The Principal and Supervisor of Custodial Services will establish the duties of custodial employees assigned to his or her building.

ECB- Building Maintenance
The Assistant Superintendent for Business and Support Services has the overall responsibility for maintenance and operation of the school buildings. The Director of Plant Services gives direct supervision to this work. The school system employs a staff with skilled personnel in most required crafts.
The Plant Services Department is responsible for preventive maintenance, repair, and daily operation of the plant. As work load permits, the Director of Plant Services has the authority to make minor changes/improvements to buildings as requested by the building Principal. Significant changes will be referred to the Assistant Superintendent for Business and Support Services for evaluation.
Building occupants will not make any physical changes to buildings, building systems or grounds without written approval from the Director of Plant Services. This includes painting. All work and building occupancy will be in accordance with state and city building codes.
Principals will ensure that a staff member checks the entire building for proper systems operation at least an hour before students are due to arrive each day.
The plant services department will maintain a work order system to track and schedule work and to account for costs.

ECB-P - PROCEDURES: Building Maintenance
In order to provide access and safety and ensure proper equipment operation, the following guidelines will be followed in the areas of the school buildings which are the responsibility of the maintenance department:
- Electrical closets will not be used for storerooms. No electric panel should ever be obstructed by leaning ladders, stored equipment, etc.
- Electrical transformers will be kept free and clear of all objects. Never block free air flow to a transformer or store items on them.
- Boiler rooms, air handler rooms, and chiller spaces will be kept free of general storage items, etc. All equipment will be kept free and accessible at all times and the entire space kept neat and clean.
- Building occupants will not tamper with equipment or attempt to run equipment in an un-intended manner.
It is the principal's responsibility to submit work orders for any maintenance which needs attention. It is also the principal's responsibility to contact the appropriate city agency (Parks and Recreation or City Farm) for grounds maintenance.

ECF - Energy Conservation
Energy conservation is the responsibility of all school division employees. Building Principals and the Plant Services Department have the most influence in this area and will work cooperatively to reduce energy consumption. The Plant Services Department will track and record energy consumption and make periodic reports. Building heating, ventilation and air conditioning systems and lights will be managed to conserve energy when the building is not in use.
